Jay S. Horowitz has been a licensed attorney for 30 years and is a member of the bars of the District of Columbia, Maryland, and Virginia. He is also admitted to practice in the U.S. District Court for the District of Maryland, the U.S. Court of Appeals for the Fourth Circuit, and the U.S. Court of Appeals for the Federal Circuit. He counsels and advises clients regarding legal matters, including business law, wills and construction, immigration, bankruptcy, and trademark protection and registration. He also serves on the Olde Towne Advisory Committee for the City of Gaithersburg, Maryland.
Mr. Horowitz previously served as managing editor of Bloomberg Law’s bankruptcy news service and Bloomberg Law: Bankruptcy Treatise. While at Bloomberg Law, he reported on the Bankruptcy Abuse Prevention and Consumer Protection Act (BAPCPA), U.S. Supreme Court oral arguments on bankruptcy law, and bankruptcy law conferences. He was a guest on C-SPAN’s Washington Journal national television show, and he discussed and answered questions about the newly enacted BAPCPA legislation. He also served as a speaker and moderator in several panel discussions on developments in bankruptcy law.
Before joining Bloomberg Law, Mr. Horowitz practiced law in Gaithersburg and Silver Spring, Maryland. He represented numerous clients in Chapter 7 and 13 bankruptcy proceedings. He researched legal issues and formulated legal documents, including wills, trusts, powers of attorney, contracts, and leases. Mr. Horowitz represented indigent criminal defendants from arraignment through trial as a court appointed attorney. He also represented clients in administrative proceedings before the U.S. Patent and Trademark Office Trademark Trial and Appeal Board, and in appeals to the U.S. Court of Appeals for the Federal Circuit.
He graduated from the Boston University School of Law with a Juris Doctor degree, the Boston University Graduate School of Management with a Masters in Business Administration degree, and Brandeis University with a Bachelor of Arts in Economics degree.
