• City Attorney/Legal Counsel to Mayor & Council, Lawton, OK, 2009 – 2020 Managed an office of six attorneys and seven legal assistants responsible for representation of the city council and city departments in all legal matters, including federal/state lawsuits against the city, contract law, municipal finance & securities law, property law, labor & employment law, disability law, public construction law, public meeting/records law, sales & ad valorem tax law, tax increment financing law, and many other diverse areas. Drafted municipal legislation, resolutions, and policies; prepared contracts/change orders for public construction projects, city services, improvements/upgrades to city systems, etc.; and rendered legal opinions applying federal, state and local constitutions, statutes, regulations, policies and procedures. Researched, analyzed and evaluated complex information to prepare reports to the mayor and city council.
• Assistant/Deputy City Attorney, Lawton, OK, 1991 – 2009: Served as chief litigator in federal and state courts, with duties including the handling of evidence and analyzing investigative information and reports, preparing interrogatories and document requests, conducting depositions, preparing the case for pretrial motions and trial, and representing the city at trial. Served as the acting city attorney in the absence of the city attorney.

• Navy Active Duty Lawyer, 1985 – 1990: Served as defense counsel, prosecutor, command advice attorney and Special Assistant U.S. Attorney at Naval Legal Service Office Memphis, TN; and served as base judge advocate to the base commander and Special Assistant U.S. Attorney at Naval Submarine Base Bangor, WA, a trident nuclear submarine base. As prosecutor, presented cases at special and general courts-martial and in United States District Courts. As base judge advocate, advised the base commander on military justice, federal tort claims, DoD ethics regulations, environmental regulations, civilian protestors and in many other areas. Also advised and assisted security specialists and criminal investigators with ongoing investigations of security incidents and criminal cases. Served in a regular rotation as the command duty officer.
• Navy Reserve Lawyer, 1990 – 1997: Served as appellate defense counsel in courts-martial appeals at the Appellate Defense Division, Washington D.C. Navy Yard.
• Air Force Reserve Lawyer, 1997 – 2012: Served as Article 32 investigation officer (presiding over felony criminal preliminary hearings), legal advisor to administrative discharge boards, and senior reservist at Tinker Air Force Base Legal Office, Midwest City, OK. Conducted Article 32 investigations at numerous Air Force bases in Oklahoma, Texas, Kansas, and New Mexico, and presented training on Article 32 investigations to judge advocate reservists nationwide at Boston, MA and San Antonio, TX. As investigating officer, analyzed and evaluated criminal investigative reports and evidence; received testimony of witnesses; ruled on objections; received oral arguments; and prepared formal reports and recommendations to the commander based on analysis of the investigative information and reports entered into evidence, objections to the evidence, oral arguments and research/analysis of applicable Uniform Code of Military Justice articles/regulations, rules of evidence and burdens of proof.
